State Level Procurement Policies Bound to Peru and Colombia FTAsToday's "trade" agreements now go beyond the traditional realms of tariffs and quotas and include language that place limitations on states' domestic regulatory authority. Many of the policies being undermined by international "trade" agreements include state procurement policies, such as Buy Local laws, policies to prevent offshoring, preferences for recycled content, renewable energy, or alternative fuel vehicles, and more. International agreements are effectively mandating how state taxpayer dollars should be used. Fortunately, states are taking action on this issue.
